Water discharge and RPS 261
RPS 261 applies in England to temporary discharges of uncontaminated excavation water to surface water under its stated conditions. It does not remove the legal permit requirement; where all conditions are met, the Environment Agency says it will not normally take enforcement action for that permit breach. It does not cover contaminated industrial washings or discharge to ground or groundwater.
Cleaning before inspection or handover
Cleaning can expose the condition of floors, coatings and equipment before the next inspection or finishing stage. It does not certify the construction work or prove that a surface meets the separate preparation requirements of a coating, flooring or other trade.

Can construction dust simply be washed into site drainage?
No. The contamination and drainage destination need to be considered before washwater is produced or discharged.
Does RPS 261 permit contaminated cleaning water to be discharged?
No. The position is limited to temporary uncontaminated excavation water to surface water in England when all conditions are met.
Can industrial cleaning prepare a surface for another trade?
It can remove agreed contamination, but the next coating or finish may require its own preparation and acceptance checks.
Should final cleaning take place before all dusty work is finished?
